UK central government commercial delivery

Three years of embedded commercial and procurement experience within a major UK central government department, working through a leading procurement consultancy. Responsibilities have included contract management for critical 24/7 operational services, commercial delivery supporting a national frontline technology deployment, and advice on the formation of complex, long-term public-service contracts using the government Model Services Contract.

Regulated water infrastructure

Commercial and procurement strategy for a major DPC project

Current advisory work supporting the development of the commercial and procurement strategy for a major regulated-water infrastructure project being taken forward under Ofwat’s Direct Procurement for Customers model. This builds on earlier experience of the same programme in a different professional capacity, providing continuity of understanding across its development.

Major infrastructure

A465 Mutual Investment Model roads project

Interim commercial and procurement work on the £1.14bn A465 Sections 5 and 6 project between Dowlais Top and Hirwaun, covering the procurement, contract-award and early post-award stages. The project was procured by the Welsh Ministers under the Mutual Investment Model to design, build, finance and operate the road. It was the first Welsh roads PPP delivered through MIM and a pathfinder application of the model to major transport infrastructure. My interim assignment concluded during the initial post-award period. The scheme subsequently completed construction and entered its operational phase in 2025.

Revenue-funded infrastructure

Scottish NPD and hub delivery models

Authority-side procurement and governance experience across Scotland’s revenue-funded infrastructure models. As Assistant Managing Agent for the £745m Aberdeen Western Peripheral Route and Balmedie to Tipperty project, I managed pre-procurement advance works and contributed to the competitive dialogue that led to the 2014 appointment of Aberdeen Roads Limited. Its Non-Profit Distributing contract combined private finance with a 30-year operation and maintenance obligation supported through Scottish Government revenue payments. Related NHS hubCo experience brings further familiarity with project-company, authority and long-term service interfaces across revenue-funded health infrastructure.

Cabinet Office Spending Controls governance

Appointed as a specialist sub-consultant to the procurement consultancy already advising an NHS Trust, supporting both organisations through the Cabinet Office Spending Controls process for complex, high-value procurement proposals. The role focused on governance, assurance and the evidence required to secure approval. Earlier direct NHS employment included procurement project management in support of a major new hospital development in Scotland.
